This "decree" is fake and does not appear on the official website of the President of Ukraine. The "document" contains glaring formatting and structural inconsistencies and attributes powers to the head of state that he does not possess: exemption from conscription on the basis of kinship is not provided for by Ukrainian law. Meanwhile, an authentic decree numbered 273/2025 does exist, but it concerns the awarding of the title Hero of Ukraine and has nothing to do with military recruitment - its content has been completely falsified to create a manipulative narrative.

There is no evidence in the video of the presence of the TCC, military personnel or document checks. In fact, the 'Easter races' are a regional tradition: it is believed that the first person to return home after church will have good luck and prosperity on their land for the next year.

In a comment for StopFake, the 117th Separate Territorial Defense Brigade in the Sumy region claimed that this information is fake. There is even no 153rd brigade in the Armed Forces. Instead, the 153rd separate battalion of the territorial defense was formed in Shostka at the very beginning of Russia's full-scale war against Ukraine. In Ukraine, only citizens over the age of 18 are considered conscripts and can be drafted.

Ukraine has no plans to lower the conscription age to 20 years. Ukraine's National Security and Defense Council (NSDC) Secretary Oleksiy Danilov publicly stated that no changes in mobilization should be expected.

By spreading fake narratives, Russian propagandists pursue two objectives at once. Firstly, they make attempts to sow panic within Ukraine against the background of the adoption of a decision on the draft bill on mobilization.
Secondly, they try to discredit Ukraine's military and political leadership before international partners, as if the Ukrainian authorities were conscripting citizens against the law, allegedly shutting them out even in routine matters.

This is not true. The disinformation was spread because of an interview with the head of Lviv Regional Territorial Center for Drafting and Social Support. In it, he stated that about 20% of conscripts, who must be recruited according to the Centre's plan, come voluntarily. Total mobilization or forced drafting of 80% of men was never mentioned.

Statements about Ukraine allegedly planning to ban conscripts from enrolling to universities are completely baseless. Currently, there are no such draft laws in Ukraine, and no initiatives of this kind have been proposed by the authorities. In comments for Focus and TSN, lawyers confirmed that such a decision is extremely unlikely as it can be recognized as unconstitutional.

Russian media claims that draft notices are being issued to Ukrainians in
the UK and Poland are not true. According to Ukrainian Cabinet of Ministers
Regulation #1487, Ukrainian diplomatic missions are obliged to inform
Ukrainian citizens of military service age about conscription campaigns and
to facilitate their return to Ukraine in times of mobilization or war. No
one is authorized to serve draft notices abroad, not even diplomatic
workers. The video being circulated online, in which a Telegram user claims
several of his acquaintances received draft notices in their places of
employment in Poland is a blatant lie. Another fake vein, in which a letter
allegedly urging Ukrainians currently living in the UK to report to the
Ukrainian embassy seemingly for military service, is also a forgery.
